How to make a landscape out of a dumping ground?

This is interesting. There are three options. One is to cover the ground with 3-4" of cheap soil and plant cottage garden type hardy annuals as cheaply as possible and just let the snow pile over the area after the flowers have died off. Repeat each year. Or get some wheeled containers and plant them up with perennials and shrubs so that they can be rolled out of the way in winter. Someone will have to responsible for maintenance and moving the containers. Thirdly you could erect an overhead frame and fit it with hanging baskets full of flowers, but this would need a lot of looking after. The frame would need to be clear of the snow bulldozers.
