Can I apply to transfer while building up my GPA?

I went to community college and transfer to UNCG as a sophomore, I had a alright GPA when I transfer but then after the fall. I fail one class but pass the rest and now in the spring. I am retaking that class hoping to replace that grade. I have 36 Credit now, with the spring and planning to take summer, I would be a junior when I go to class in the fall. My question is since I got a bad GPA now, will I be able to be look upon on GPA now if I try to transfer to UNC-CH or will they look at it after I finish with the spring/summer classes?
